Feds picking up tab on city wastewater upgrades
LOWELL — The city’s wastewater treatment system is slated for .6 million in repairs and upgrades. The federal government is picking up the tab. The City Council voted Tuesday night to borrow ,343,000 for upgrades to the city’s wastewater treatment plant and ,241,000 for Phase I of the city’s CSO (sewer separation) project.

Seniors invited to two programs
